Want a pet? Look for one labelled autonomous; it reacts on its own. Among robot dogs listed for sale, that is Sony aibo (not confirmed orderable). Developer platforms do little until you program them.
Want to build things? A developer platform gives you the SDK and sensors. Check the maker's SDK documentation before buying.
